About this document
This document regulates instructions for use conference and the materials placed in it.
The document is made by owners of conference and is establishing at the sanction of any conflicts arising during using this conference. The document is published in conference and starts to have a power from the moment of the publication, and must be followed by all participants of conference. The document can be added or changed at any moment by owners of conference with the notice placed at the conference.

Terms accepted in conference:
Stream (topic): the initial message (question) and answers (comments) to this message. The stream has the title specified at a premise of the first message. The title briefly explains a stream reveals and a stream content.
Forum: Set of streams with messages on the certain subjects..
Conference: Set of Forums.
Conference user: Any person who has been accomplished procedure of registration..
Conference guest: Person, did not accomplished procedure of registration but has a desire to read a Conference posts.
Registration: Procedure of creation the user record. During registration while to user will be given the Name. Under this name in the further the user will be known to other participants of conference. Also during registration while will be created number of registration record for a further definition of this user in conference. The personal information of the user such an e-mail, a personal web-site, date of a birth, etc. can be opened for public viewing ONLY from its own sanction.
Administrator: The entrusted user to whom owners of conference gave a full permissions to carry out the control over execution of instructions of the conference.
Moderator: The entrusted user to whom owners of conference or the Administrator have trusted to carry out the control over execution of instructions of the conference at the certain forum or a set of forums.
Ban: Disconnection of the user from conference by name (identifier) or by IP-address.

Conference rules of participation.
1.1. Users should show mutual respect to each other.
1.2. Displays of religious, racial, sexual and other intolerance or discrimination are forbidden.
1.3. Abusing large images, codes, texts, citations, signatures and so forth is forbidden.
1.4. Use of abusive words in any language, offensive attacks and the other statements offending advantage of users of conference in any part of the message - heading, the text, the signature and so forth is forbidden.
1.5. The publication of the messages discrediting any person (legal or physical) is forbidden.
1.6. The publication of the messages, causing moral or any other loss to any person (legal or physical) is forbidden.
1.7. Discussion of breaking of programs and servers, abductions of intellectual property and so forth is forbidden.
1.8. Realization of not authorized advertising in messages is forbidden.
1.9. Discussion of actions of owners of conference, moderators and managers in all themes and sections of conference is forbidden. If it is necessary - it is supposed to be done via e-mail ONLY.
1.10. The message should be located in appropriate for it forum.
1.11. Topic should have a title briefly opening a contents. Titles in style " Mum, help!.. " Or " a question!!! " is wrong and can be removed or renamed by the Administrator or a moderator.
1.12. Any commercial use of a conference materials is forbidden.
1.13. Noncommercial use of a conference materials is supposed only at a mention of conference as source of the information, and also name and e-mail addresses (if it is accessible) of author.
1.14. At creation of the posts use of the information received from the third parties without a mention of a source of data and the sanction of the author is forbidden.
1.15. Is forbidden cloning of users names with purpose to write messages from their name.

The rights of conference moderators.
2.1. In cases of non-observance by users of participation rules in conference moderators have the rights to change, delete and move their posts to other streams, to change the users personal information and warn users.
2.2. Moderators in common make a decision about ban this or that user in case of non-observance by the user of conference instructions.
2.3. Moderators observe rules according to the instruction of the Administrator.
2.4. Discussions of moderator actions - if it is necessary - should be done via E-mail only. Public discussion of moderator actions is forbidden in all topics and sections of conference.

The rights of conference Administrators.
3.1. The Administrator has the rights to appoint moderators or to dismiss a moderator.
3.2. The Administrator has the rights to make decision about ban the user individually.
3.3. Managers adjust conference instructions at own discretion according to instructions of owners.
3.4. Discussions of Administrator actions - if it is necessary - should be done via E-mail only. Public discussion of Administrator actions is forbidden in all topics and sections of conference.

The rights of conference owners.
4.1. Owners have all the rights to contents of conference and can use in its any image, and responsible to mention a source and a name (pseudonym) of the author of the information.
4.2. Owners have an absolute priority at acceptance of any decisions concerning conferences.
4.3. Actions of owners should not be discussed publicly. It is forbidden in all topics and sections of conference. In case of need discussion of owner actions in should be done via E-mail ONLY.
4.4. Owners of conference do not responsible for posts of users.

Responcibility.
5.1. The responsibility in the form of warning comes for breaking at any item of conference rules in the "easy" form.
5.2. The responsibility in the form of ban for a month comes for breaking at any item of conference rules in the "average" form.
5.3. The responsibility in the form of ban FOREVER with option to inform Internet Provider comes for breaking at any item of conference rules in the "hard" form. Same action might be done after third warning.
5.4. The degree of responsibility "weight" is defined by moderators of forums, Administrators and owners of conference under their own discretion.

Rules about how create a conference posts.
6.1 According to points 1.10-1.11
6.2 The topic title should be clear about discussion subject.
6.3 In a body of the post it is recommended to specify the programs you use, the version of OS, a browser type.
6.4 If the maintenance of the post is not clear to the majority of users, this post can be removed by the Administrator or a moderator.
6.5 Administrators and moderators have the rights to close a topic if in their opinion in it does not contain any helpful information.
6.6 All participants of conference are obliged follow standard norms of dialogue allowed in normal civilized society and follow the rules of that language on which they communicate.
